Ten Point Program for Political Accountability 

Political representatives and political candidates who want to earn the political endorsement and support of the black community must publicly commit themselves and their administrations to the concrete fulfillment of the following principles: 

1. We Want Jobs.  There must be an elimination of high unemployment in our community.  All government and private development and business activities in our community must include a minimum of 35 percent employment of black people.  Public and private development must include project-labor agreements which allow our community members to be trained for jobs that exist now and in the future.  Workforce employment preparation and placement systems must be established to provide unemployed community members with jobs.   

 2. We Want Housing.   The displacement of our community members due to increasing rents and housing costs must stop.  All government and private real estate developers in our community must commit 50 percent of all existing and future housing to affordable rental housing.  Ten percent of all existing and new housing must be set aside for senior citizens.  Affordable home ownership opportunities must constitute 50 percent of all new housing developments. 

3. We Want Business Ownership Opportunities.   We want ownership of the businesses in our community.  Government, private developers and businesses must establish a minimum of 40 percent true and verifiable women and minority business participation in all developments and businesses established within our community.  This participation must include local merchants and black owned businesses and professional service companies.  

 4. We Want Business Support.  Government, mainstream developers and businesses who conduct business in our community must expand their business activities within our community by mentoring, financing, providing resources and providing expertise to ensure that the next generation of black-owned businesses is established. 

5. We Want Loans for Business Development and Home Ownership.    Red-lining and credit discrimination must stop.  Government, private developers, banks and lending institutions must develop special financial systems and programs that enable individual black individuals, black owned businesses, real estate developers and entrepreneurs to secure loans secure loans, lines of credit and other financial tools. 

6. We Want Quality Education.  Quality education for our children and adults must include both academic and vocational education that leads to jobs, business development skills and the fulfillment of human aspirations.  Adequately funded and staffed educational facilities and qualified teachers are what we want. 

7. We Want Health Care.  Quality health care is a human right.  Government, private developers and businesses that operate within our community must work with individuals and black owned businesses to make affordable, quality health care available to residents and business employees of our community. 

8. We Want Child Care.  Our children must be safe and well cared for while we work.  Those who are employed and those searching for employment need child care.  Government, private developers and businesses must work with black owned child care providers to expand the availability of affordable, quality child care for residents and businesses.  Our elders deserve affordable, quality senior care.  Government, private developers and businesses within our community must work with black owned service providers to provide affordable, quality senior care services to elderly residents of our community.  

9. We Want Police Community Partnership.   Police protection in our community must be fair and effective.  The government, community residents and police department must work in partnership to endure the safety of our people and property.  The civilian complaint review process and community police councils are the preferred vehicles for strengthening fairness and effectiveness. 

10. We Want Parks and Recreation.  We must have quality of life.  Government, businesses and private real estate developers must work with community organizations, black owned businesses and professional services to create open space, parks, recreational facilities and recreational activities.
